Topic and Speaker
The title of this year’s Fanning Lecture is "U.S. Agricultural Policy and the WTO". The Lecture will be presented by Joseph Glauber, who has served as Deputy Chief Economist at the U.S. Department of Agriculture since 1992. He served as economic advisor for the Blair House agreements leading to the completion of the Uruguay Round negotiations. He is the author of numerous studies on crop insurance, disaster policy and U.S. farm policy. Prior to his current position, he was senior staff economist for agriculture, natural resources and trade for the President's Council of Economic Advisors from 1991 to 1992 and served as economist at the USDA Economic Research Service from 1984 to 1991. Glauber received his Ph.D. in agricultural economics from the University of Wisconsin in 1984 and holds an AB in anthropology from the University of Chicago.

The title of this year's Fanning Lecture is "Trade Negotiations and Agriculture: What Can Georgia Farmers Expect?". The Lecture will be presented by Paul A. Drazek, who is an agricultural trade policy specialist providing counsel to U.S. agricultural groups and businesses regarding issues affecting their interests in foreign markets. Mr. Drazek draws on more than thirty years of experience in the field of international trade policy and an extensive knowledge of domestic and international trade rules and practices. He was Special Assistant to the Secretary of Agriculture for International Affairs, serving in that capacity for more than three years. As personal advisor to the Secretary, Mr. Drazek was involved in numerous bilateral and multilateral consultations and negotiations involving agricultural trade issues in every region of the world. He represented the Department on behalf of the Secretary in high-level interagency meetings to formulate U.S. trade policy, and coordinated policy-level groups to develop strategies for resolving trade disputes with foreign countries.

2002 J.W. FANNING LECTURE
The 2002 Fanning Lecture focused on the future of international agricultural trade with an emphasis on poultry. The Lecture was presented by Eric J. Joiner, who is President, Chief Operations Officer and Co-Founder of AJC International. One of the world's largest global food distribution services, AJC International markets poultry, pork, red meat, seafood, vegetables and fruits. The corporation procures goods from all major producing areas of the world and supplies all major consuming countries for their retail, wholesale, food service and industrial markets. The 2001 Lecture is entitled " Emerging Agricultural Trade Issues: Challanges for European Union and United States Policy." The Lecture focuses on EU and US policy in 2002 and beyond. The complete text is available on-line.
The speaker, Dr. Tassos Haniotis, is a member of the Cabinet of Dr. Franz Fischler, EU Commissioner for Agriculture, Rural Development and Fisheries, since August 2000, with main areas of responsibilities the common market organisations of the Common Agricultural Policy and the agricultural budget.He previously served for years as the Agricultural Counciler of the European Commission Delegation in the United States. Dr. Tassos Haniotis joined the Commission in 1989, and from 1990 until his arrival to the US was responsible for developing medium-term forecast and quantitative analysis for EU agriculture within DG AGRI.
He holds M.S.(1984) and Ph.D.(1987) degrees in Agricultural Econnmics from The University of Georgia, USA, and a B.A.(1980) in Economics from the Athens School of Economics and Business Science, in his native Greece. He spend six months as a visiting fellow at the Center for European Agricultural Studies, Wye College, University of London(1988), where he studied EU-US agricultural trade relations in the Uraguay Round of GATT negotiations.
2001 Lecture by Tassos Haniotis
During his 43-year career, Dr. J. W. Fanning made significant contributions to Georgia agriculture and to The University of Georgia. A graduate of The University of Georgia, he joined the Agricultural Extension Service in 1929 as an assistant county agent. He served the University in many positions including Head of the Department of Agricultural Economics from 1956-61 before becoming Vice President for Services. He retired from this post in 1972. Dr. Fanning was inducted into The University of Georgia's Agricultural Alumni Hall of Fame. He was also named Man of the Year by Progressive Farmer magazine and was made an Honorary Georgia Planter by the State FFA. Dr. Fanning received the Distinguished Faculty Award from the College of Business Administration and a Special Alumni-Faculty Award from the Alumni Association. Governor Carl Sanders declared a J. W. Fanning Day in Georgia in his honor. Mercer University has recognized his achievements by granting him an Honorary Doctor of Law degree. Dr. Fanning passed away July 27, 1997, after a distinguished career serving the people of Georgia.

Dr. J.W. FanningThe J.W. Fanning Lecture has featured national and international leaders in all areas of agricultural economics. In the 2000 Lecture Dr. Virgil Norton addressed Water Resource Management: A Critical Issue for Farmers and Rural Communities in the 21st Century. Dr. Norton is the manager of the Upper Republican Natural Resources District in southwest Nebraska. He develops and oversees public policy research and prepares testimony for presentation to the Nebraska legislature. The District has instituted a moratorium on new wells, water use allocations, and a water-banking rule that adopts water marketing as a management tool. Two speakers responded to Dr. Norton's Lecture. Mr. Harold F. Reheis is Director, Georgia Environmental Protection Division, Georgia Department of Natural Resources. Mr. Murray Campbell is a Mitchell County producer in Camilla, Georgia and a nationally recognized leader in agriculture. This was an outstanding Lecture.
