Area Extension Specialist in Farm Management
POSITION RESPONSIBILITIES: This area specialist will be assigned to one Association of the Kentucky Farm Business Management Program (KFBM) to work with approximately 50 farmer-cooperators for 75% of his/her professional time. The principal responsibility will be providing farm financial record analysis and objective farm management counseling to farmer-cooperators. Under the leadership of the KFBM State Coordinator and in collaboration with other faculty, the specialist will assist in state-wide analysis of farm financial data collected from farmer-cooperators for applied research, enterprise analysis, and other studies.
As an Area Farm Management Specialist, this person will collaborate with other faculty, county agents for agriculture, and farm-related agencies to develop farm management educational programs for farmers who are not members of the Association, (25% of his/her professional time). This could include financial management, tax strategies, farm planning, enterprise analysis, estate planning and other topics which are based on the lessons learned from the analysis and performance of the farmer-cooperators.
MINIMUM EDUCATIONAL REQUIREMENTS: A Master's Degree in Agricultural Economics or related field with a major interest in farm management. Experience in this type of work and in farm management applications of micro computers is desirable. Ability to work effectively with farmers and specialists in Agricultural Economics and other subject matter areas is essential. Approval of applicant by the Board(s) of Directors of the pertinent Farm Business Analysis Association is required.
LOCATION: Western Kentucky.

Scientist Recruitment InitiativeBrief description of proposed RWU/graduate research supported through the position: The rising costs of wild-land fire management protection and suppression programs, nationally, has highlighted the need to analyze the underlying causes. In addition to federal, state and local regulations contributing to escalating costs, society's desires to maintain our natural resources and ecological processes in a sustainable manner has changed the way in which the Forest Service manages our national forests. Combined with an increase in the cost of protecting forests from wild-land fires, there has been a switch from commodity oriented management of forest resources to a more non-commodity approach.. The person hired to participate in the scientist recruitment initiative would be assisting in helping the unit in developing methods and models to better determine the economic costs of wild-land fire management programs. Additionally this person will participate in providing economic analysis support to the development of the next generation of strategic fire planning models the unit is responsible for. Another area in which the person is expected to assist the program is in the analysis of the economic impact of wild-land fire on the stream of goods and services produced by forested and range lands, particularly of the non-market variety.
Desirable academic qualifications of the student recruit: A minimum of a bachelor-of-science degree is the required level of education sought to begin the scientist's development and advance education. An intense interest and commitment to completing a doctorate degree in economics of natural resources with a major emphasis in fire economics is the goal being targeted. The candidate should have a strong background in economics, statistics, and mathematics. Fire management knowledge and experience are desirable but can be acquired through the mentoring support that will be put in place.

IFDC is seeking to recruit a Director, Outreach Division (ORD). The ORD of IFDC is responsible for activities related to agricultural input market development and technology transfer designed to promote development of the agricultural sector primarily in developing countries in Asia, Africa, and Latin America and transitional economies of east European and central Asian republics. DUTIES

GEORGIA STREAM BUFFER INITIATIVE

Description: This position is headquartered in the office of the Upper Ocmulgee River RC&D Council in Lawrenceville, Georgia. The incumbent is responsible for administering and implementing a USEPA section 319 (h) grant (contract) entitled "A Buffer Initiative For Georgia". The contract for the expenditure of grant funds is between the RC&D Council and the Georgia Environmental Protection Division of DNR. The federal grant is $565,115 and the nonfederal (state and local) match is $376,743. The contract calls for a total expenditure of $941,858. Much of the state and local portion of this total will come from in-kind contributions. The grant is based on a typical 60/40 matching formula.The Buffer Initiative For Georgia grant calls for the installation of 24 Stream Buffer Demonstrations on private agricultural or silvicultural land. Two field days will be held at each demonstration site. Informational publications will be developed for the field days to promote stream buffers. A conference will be held in September, 2002, to disseminate stream buffer technology and stimulate increased use of buffers in Georgia.
Duties: The Buffer Coordinator will facilitate all activities and actions related to compliance with the stream buffer contract. The incumbent will work closely with the buffer team (partners) including the sponsors of each buffer demonstration toward installing planned best management practices, tracking and reporting progress, and promoting buffers throughout Georgia.
The Coordinator will help organize and conduct field days and other workshops/conferences. He/she will facilitate the preparation, funding, and dissemination of planned publications. He/she will ensure that the grant specific outputs are met, that the milestone dates are met, and the budget is followed. The Coordinator will ensure that nonfederal (state and local) matching funds are available and their expenditure properly documented (particularly in-kind contributions). He/she will submit all vouchers and progress reports to EPD on schedule. He/she will facilitate the proper matching of vouchered federal (EPA) funds. The Coordinator will keep lines of communication open by networking regularly with buffer team members. He/she will spend a significant amount of time in the field visiting stream buffer demonstration sites and meeting with local sponsors and buffer team members.
Qualifications: Candidates should have a bachelors degree in agriculture, forestry, natural resources management or ecology. Candidates must have skills in human relations, communications, and basic computer operation, and contract compliance. The ideal candidate will have a sense of mission regarding the increased application of buffers along Georgia's streams.
